Work Hours: Weekdays between 7:00 am and 5:00 pm Eastern Time (ET), except for designated Government holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
About the Role: Cameo Consulting Group is seeking highly skilled Acquisition Specialists (Contract Specialist III) to provide cradle-to-grave contracting support for a Federal client. You will be integral to the entire acquisition lifecycle, from planning and solicitation through award, administration, and closeout. This role requires deep knowledge of federal acquisition regulations and hands-on experience with complex procurement vehicles.
Key Responsibilities:
- Provide end-to-end contract support, including acquisition planning, market research, and development of requirements documents (SOW, PWS, IGCE).
- Prepare and staff procurement packages, including solicitations (RFP, RFQ), justifications, and determination & findings documents.
- Conduct proposal evaluation, cost/price analysis, and support negotiations.
- Prepare award documents, contract modifications, and closeout documentation.
- Utilize federal contract writing systems (e.g., PRISM) and maintain documentation in accordance with FAR, HSAR, and agency policy.
- Support pre-award and post-award activities, including responding to protests, claims, and Congressional inquiries.
- Advise on the use of appropriate contract types and acquisition strategies, including GSA Schedules, OASIS+, and other federal vehicles.
Minimum Qualifications:
- Education: Bachelor’s degree from an accredited U.S. college or university.
- Experience: Minimum of five (5) years of documented “cradle-to-grave” contracting experience as a Contract Specialist supporting a federal agency.
- In lieu of a degree, seven (7) years of federal contracting experience plus at least 24 credit hours of accredited college business credits (e.g., accounting, business, finance, law, contracts) will be considered.
- Comprehensive knowledge of and experience applying FAR Parts 8, 12, 13, 15, and 16.
- Hands-on experience with federal contract writing systems (PRISM preferred) and databases (FPDS, SAM.gov).
- Experience with federal-wide contract vehicles (GSA MAS, OASIS+, DHS Strategic Sourcing).
- Proven ability to independently prepare, brief, and route acquisition documents for clearance.
Preferred Qualifications:
- DAWIA or FAC-C certification (Level II or III).
- Experience awarding or administering contracts for law enforcement-sensitive requirements or IT hardware/software.
- Experience within DHS or ICE.
