HHS CDC Critical Support Program Manager (Senior Contract Specialist)
The scope of this acquisition is to provide dedicated contract support to OAS. The tasks in this SOW are core services to be performed under this action and will be funded at the time of award, and upon exercise of option years. All tasks are severable in nature. The contractor, acting independently and not as an agent of the Government, shall provide all labor, management and supervision of staff, and perform all work necessary to provide the stated services for OAS. The contractor should consider a solution where labor hours are distributed unevenly throughout the year. The contractor shall provide corrective action plans, timely identification of issues, and effective management of subcontractors, if applicable. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
Program Manager (Senior Contract Specialist) – Bachelor’s degree, with at least seven (7) years of experience in program management, contracting, acquisition planning or a combination of the three. Previous ICE (Integrated Contracts Expert) experience is preferred. Current or previous FAC-C Certification for minimum of five (5) years is required or civilian equivalent.
• All Tasks o Monthly progress reports– The Contractor shall prepare and submit monthly progress reports by the 5th day of the month following the completion of the previous month. Monthly reports should include PR status reports, number of actions and average PALT for each individual, if applicable from January to August. Format: Email MS Word attachment, PDF, or Excel spreadsheet Due date: 5th of each month, starting the week of October 1 through June 30. Report due dates that fall on a Federal Holiday/or weekend will adjust to the next business day. Deliver to: COR o Bi-weekly update meetings – The Contractor shall conduct bi-weekly update meetings on assigned number of actions and PALT reports. These meetings should also discuss any issues or concerns, with the goal of addressing any perceived discrepancies that may impact monthly reporting. Format: Microsoft Teams Due date: Every other week on Wednesdays, starting the week of July 1 through September 30 Deliver to: COR o Weekly progress reports – The Contractor shall complete weekly status reports that contain the same information as bi-weekly reports stated above. This report shall also include an in-transit report that details the contract file and estimated delivery date. Format: Email MS Word attachment, PDF, or Excel spreadsheet Due date: Weekly, starting the week of August 1 to August 31. Deliver to: COR o Procurement files – Delivery of digital/electronic procurement files upon completion by contractor. This includes modifications to be inserted into existing contract files and new procurement files. The procurement files shall be delivered to the COR no later than 10 days after completion of an action for ICE awards only. Format: Attachment based on the contract file index electronically transfer to Official Electronic Contract Filing system.
