Position Title: HR General Clerk

Employment Type: Full-Time, Remote 

Work Schedule: Monday – Friday, 9:00 AM – 5 PM Eastern Time 

Salary Range: $50,000 – $55,000 annually 

POSITION OVERVIEW 

Provide support with federal recruitment, full-cycle employee onboarding, and HR administration, including candidate sourcing and screening, interview coordination, offer and pre-employment documentation, onboarding requirements, employee tracking, personnel record maintenance, timecard monitoring, and payroll assistance. Maintain accurate employee and onboarding trackers, follow up on outstanding requirements, and coordinate with employees, management, and clients to ensure recruitment, onboarding, and payroll-related processes are completed accurately and on time.

KEY RESPONSIBILITIES 

 Recruitment Support: 

  • ·         Support and manage full-cycle recruitment for federal government contract positions from initial requisition through candidate selection and hire.

·         Partner with hiring managers, program managers, and leadership to understand contract requirements, position qualifications, labor categories, and staffing needs.

  • ·         Develop and post job descriptions across appropriate recruiting platforms and sourcing channels.
  • ·         Review resumes and applications to determine candidate qualifications against position and federal contract requirements.
  • ·         Prepare and submit qualified candidate resumes and support documentation for internal and client review.
  • ·         Prepare and extend offer letters, negotiate compensation within approved salary ranges, and obtain required approvals.
  • ·         Coordinate with HR and operations to transition selected candidates from recruitment into the full-cycle onboarding process.
  • ·         Maintain accurate candidate pipelines, recruiting trackers, applicant records, and hiring status reports.
  • ·         Track open positions, candidate submissions, interviews, offers, acceptances, declines, and anticipated start dates.
  • ·         Ensure recruiting activities and documentation comply with company policies, contractual requirements, and applicable federal employment regulations.
  • ·         Develop and maintain a pipeline of qualified candidates for current and anticipated federal contract staffing needs.

Onboarding & Employee Support: 

  • ·         Manage and support the full-cycle onboarding process for employees supporting federal government contracts, from accepted offer through successful start.
  • ·         Prepare and distribute offer letters, new-hire paperwork, and required employment documentation.
  • ·         Coordinate completion and verification of Form I-9 and employment eligibility requirements.
  • ·         Coordinate federal background investigations, security clearance requirements, fingerprinting, eApp submissions, PIV/badge processing, and other client-specific onboarding requirements.
  • ·         Serve as the primary point of contact for new hires throughout the onboarding process, providing instructions, updates, and assistance with outstanding requirements.
  • ·         Maintain detailed employee onboarding trackers to monitor documentation, security requirements, equipment, system access, start dates, and overall onboarding status.
  • ·         Follow up with employees, clients, program managers, and internal departments to ensure onboarding requirements are completed accurately and within established deadlines.
  • ·          Coordinate laptop/equipment, system access, credentials, badges, and onsite reporting requirements prior to or following an employee’s start date.
  • ·         Enter and maintain accurate employee information within HRIS, payroll, timekeeping, and onboarding systems.
  • ·         Coordinate new-hire information with payroll and assist with payroll setup, timecard requirements, pay rates, and payroll-related documentation.
  • ·         Provide employees with guidance regarding company policies, benefits, timekeeping procedures, payroll schedules, and administrative requirements.
  • ·         Communicate onboarding status and potential delays to management and appropriate clients.

 Payroll & Timesheet Assistance: 

  • ·         Monitor and follow up on missing, incomplete, or unapproved timecards before payroll deadlines. 
  • ·         Audit payroll data against approved timesheets, leave requests, and Service Contract Act (SCA) wage determinations before payroll submission 
  • ·         Identify, flag, and resolve discrepancies, unapproved overtime, or missing time submissions in coordination with employees and project managers 
  • ·         Assist with maintaining internal audit logs and documentation for accounting, payroll, and government compliance audits. 

QUALIFICATIONS 

Required: 

  • ·         Minimum of 3 years of experience in recruiting, human resources, onboarding, or a related administrative role.
  • ·         Basic understanding of the full-cycle recruiting process, including sourcing, resume screening, interview scheduling, candidate communication, and offer coordination.
  • ·         Experience supporting or willingness to learn federal government contract recruiting and staffing requirements.
  • ·         Ability to maintain accurate candidate, onboarding, and employee trackers and follow up on outstanding action items.
  • ·         Familiarity with I-9 processing, background investigations, fingerprinting, eApp, PIV/badging, or federal onboarding processes is preferred but not required.
  • ·         Ability to provide general HR administrative and payroll support, including timecard tracking, payroll documentation, employee record updates, and responding to basic employee inquiries.
  • ·         Proficiency with Microsoft Outlook, Word, Excel, and Teams.
  • ·         Strong organizational skills, attention to detail, and ability to manage multiple assignments and deadlines.
  • ·         Ability to work independently in a remote environment while remaining available, responsive, and productive during established business hours. 

   WORK ENVIRONMENT & CONDITIONS 

  • Remote position supporting corporate office functions with standard business hours (Monday – Friday, 9:00 AM – 5:00 PM Eastern Time) 
  • Must have reliable internet access and a professional home office setup 
  • Occasional flexibility may be required to meet project deadlines or support urgent requests 

 Remote Work Expectations: Employees working remotely are expected to remain available, responsive, and actively engaged in their job duties throughout established business hours. Employees are responsible for maintaining consistent productivity, promptly responding to work-related communications, attending scheduled meetings, and being available to management, team members, and clients as needed during working hours.
