We are seeking a highly motivated Principal FOIA Analyst to support the Office of Foreign Labor Certification (OFLC) . This is a 100% telework position offering the opportunity to work with a dynamic team of professionals in a fast-paced legal and regulatory environment.
Position Summary
The Principal FOIA Analyst works closely with OFLC FOIA personnel to identify, analyze, and process records responsive to Freedom of Information Act (FOIA) requests. This role serves as a subject matter expert, managing complex and sensitive information requests from Congress, the public, the media, and other government entities. The ideal candidate will possess expert knowledge of FOIA and Privacy Act statutes, exceptional analytical writing skills, and the ability to manage a high-volume caseload independently.
Key Responsibilities
FOIA Processing & Case Management
- Serve as a FOIA subject matter expert responding to members of Congress, the public, the media, other agencies, and employees and officials of the Department who are seeking government information.
- Independently and simultaneously process multiple, varying levels of complex FOIA requests.
- Research, evaluate, process, and review Government Information related to complex and/or high-level sensitive FOIA assignments for responsiveness to FOIA requests.
- Ensure that all FOIA requests are processed according to applicable FOIA and Privacy Act laws, regulations, policies and procedures, executive orders, case law, legal guidance, and FOIA requirements within established deadlines.
- Create and manage FOIA case files and document all activities and decisions relating to request processing.
Analysis & Correspondence
- Compose and prepare detailed written analyses, letters, and memoranda that document and justify FOIA determinations and actions.
- Independently apply FOIA exemptions, make disclosure recommendations, and assemble FOIA response packages for Federal Review approval and Program Manager signature.
- Ensure that all FOIA correspondence is legally sound, technically correct, well written (spelling and grammatical), and responsive to the incoming FOIA request.
- Prepare final redacted documents and signed letters for release to the requester, ensuring that outgoing responses are accurate and include releasable information.
Documentation & Compliance
- Maintain strict document control on voluminous amounts of information, protecting privacy, confidentiality, security, proprietary, patent, and copyright information.
- Develop and recommend approaches to address current and anticipated problems and issues.
- Participate and attend all FOIA-related training as required.
- Utilize information technology tools such as FOIAXpress and Adobe Acrobat Pro to upload documents and apply redactions.
Section 508 Compliance (Designated Analyst)
- While this is a Principal FOIA Analyst role, the government anticipates that one analyst within the team will devote approximately 5–10% of their time to Section 508 compliance work. If you possess this skill set, please highlight it in your application.
- Review and remediate Microsoft Office documents (Word, Excel, PowerPoint), PDFs, and multimedia content to ensure accessibility.
- Produce Section 508 compliant documents, including remediation of complex elements such as tables, charts, and complex graphics.
- Provide accessible text descriptions and data tables for complex visuals to ensure compliance with WCAG 2.1 standards.
- No work on websites is anticipated at this time.
Qualifications
- Proven experience working with Government FOIA programs (federal agency experience required).
- Demonstrated ability to document work functions and activities with high attention to detail.
- Experience developing clear and actionable recommendations based on regulatory guidance and case law.
- Strong writing skills with a history of developing various complex legal documents, letters, and memoranda.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat Pro.
Required Knowledge, Skills, and Abilities
- Expert knowledge of the FOIA and Privacy Act.
- Ability to manage competing priorities and process a high volume of requests simultaneously.
- Strong analytical and critical thinking skills to determine the application of FOIA exemptions.
- Excellent interpersonal skills for interacting with high-level government officials and the public.
- Ability to maintain strict confidentiality and exercise sound judgment
Preferred Qualifications (for the Section 508 component)
- Experience with Section 508 compliance remediation.
- Proficiency in remediating complex PDFs and Microsoft Office documents to meet accessibility standards.
- Familiarity with creating accessible data tables and complex graphics.
Work Environment
- 100% Telework: This position is fully remote. Candidates must have a reliable, high-speed internet connection and a secure, private workspace.
- Equipment: Cameo Consulting Group, LLC will provide a laptop and necessary software access (e.g., FOIAXpress, Adobe Pro, Microsoft 365).
- Hours: Core business hours (Eastern Time Zone) are preferred to align with client agency schedules.
